SpaceXs Starbase in Texas becomes newest city after May 2025 vote

STARBASE, Texas, July 25 — A little over a year after voters approved its incorporation, the new city of Starbase, Texas, has quietly settled into existence as the world’s first municipality built around a private orbital launch complex. The unincorporated patch of Cameron County along State Highway 4 became a legal entity on May 3, 2025, when residents — almost entirely SpaceX employees and their families — voted to create the first new city in the county since Los Indios in 1995.

The vote, ordered by Cameron County judge Eddie Treviño on February 13, 2025, followed a formal incorporation petition filed by SpaceX with county authorities on December 12, 2024. The company’s request turned a years-long industrial presence into an official civic structure.

Under the hood, the transition means that the sprawling rocket factory, test site, and control infrastructure that SpaceX has built since the late 2010s now sits within a city government the company itself effectively controls. Starbase has been the central node of SpaceX’s Starship programme since the site’s purpose shifted in early 2018. Originally conceived in the early 2010s as a launch site for Falcon 9 and Falcon Heavy rockets — and for reusable suborbital vehicles — the facility was redirected exclusively to the next-generation Starship.

The 9-metre-diameter prototype test vehicle, Starhopper, was the first built on site, flying between March and August 2019. By late 2023, more than 2,100 full-time employees were working at the complex.

A decade of development

The site’s origins trace back to a competitive search between 2012 and 2014, when SpaceX considered seven potential locations for a new commercial launch facility. A parcel adjacent to Boca Chica Beach near Brownsville emerged as the front-runner during an extended FAA environmental assessment. By July 2014, SpaceX had acquired roughly 41 acres outright and leased a further 57 acres.

The company announced the selection in August 2014, after final agreements and the environmental assessment were in place. The technical reality of building a spaceport from scratch took years.

A groundbreaking ceremony was held in September 2014; soil preparation began in October 2015. The first tracking antenna was installed in August 2016, and the first propellant tank arrived in July 2018. Construction ramped up markedly in late 2018, leading to the fabrication of Starhopper and a succession of higher-altitude prototypes through 2021.

In 2023, the first full Starship flight test made the site SpaceX’s fourth orbital-class launch facility, after three launch pads leased from the U.S. government.

City limits, Martian ambitions

Incorporation formalises what had long been a company town. SpaceX CEO Elon Musk had indicated as early as 2014 that he expected commercial astronauts, private astronauts, to depart from South Texas, and eventually spacecraft to Mars from the same location. That aspirational underpinning now has a municipal address.

The new city of Starbase covers the industrial complex, the launch site adjacent to the Gulf of Mexico, the production facility, and the test area along Texas State Highway 4 — all land that SpaceX has been developing under near-continuous construction since the late 2010s. The detail that matters for local governance is the concentration of expertise and capital in a single-company jurisdiction.

Cameron County had not seen a new city in thirty years; the incorporation petition arrived just as Starship was moving from test flights to operational cadence. With the city now a year old, the next question is how the municipal structure evolves alongside the rocket programme it was built to serve. For now, Starbase remains a technical and administrative outlier — a city carved out of sand and steel, designed to send hardware to Mars.
