PETRONAS and Phoenix Petroleum have entered into a memorandum of understanding to collaborate on downstream marketing and technology solutions in the Philippines. The agreement, signed on March 23, 2023, in Kuala Lumpur, grants Phoenix access to PETRONAS’ branded marketing products, including its gasoline and fluid technology, while allowing the Malaysian firm to expand its presence in the Philippine market.
The MoU covers a broad range of downstream activities. Phoenix Petroleum will integrate PETRONAS’ branded products into its retail network, including fuels developed through PETRONAS’ Fluid Technology Solutions. The collaboration also extends to digital and sustainable solutions, with both companies aiming to improve the customer experience at fueling stations across the Philippines.
PETRONAS is Malaysia’s largest fuel retail network operator, while Phoenix Petroleum is a major player in the Philippine downstream oil industry. The partnership leverages PETRONAS’ technical expertise and Phoenix’s local market knowledge.
Executive Perspectives on the Deal
Ahmad Adly Alias, vice president of downstream business for PETRONAS’ refining, marketing, and trading division, expressed enthusiasm about the deal. “To provide a smooth experience to more road users throughout the world, we will continue to innovate our range of offerings, from our award-winning fuels generated from Fluid Technology Solutions to our new digital and sustainable solutions,” Alias said. Phoenix Petroleum president Henry Albert Fadullon highlighted the complementary strengths of the two firms.
“This synergy promises to be a new experience for our customers with the technology and expertise of PETRONAS as the largest fuel retail network operator in Malaysia, combined with the deep knowledge and experience of Phoenix in terms of the local market,” Fadullon said.
Building on a Previous Collaboration
This is not the first time PETRONAS and Phoenix Petroleum have worked together. In 2017, the two companies signed an initial agreement that saw Phoenix Petroleum acquire PETRONAS’ entire LPG business in the Philippines.
The business is now held by Phoenix LPG Philippines, Inc., a subsidiary of Phoenix Petroleum. The 2017 transaction marked Phoenix’s entry into the LPG market and allowed PETRONAS to streamline its Philippine operations. The new MoU expands the relationship beyond LPG into broader downstream marketing and technology.
Market Implications
The partnership could reshape competition in the Philippine downstream oil sector. Phoenix Petroleum operates a network of retail stations across the country. Adding PETRONAS’ branded fuels and technology gives Phoenix a differentiated product offering.
For PETRONAS, the deal provides a low-cost way to increase brand visibility in the Philippines without building its own retail network from scratch, using Phoenix’s existing infrastructure and local expertise. The collaboration aligns with broader industry trends, as oil companies invest in fuel technology and digital solutions to attract customers.
PETRONAS’ Fluid Technology Solutions are designed to improve engine performance and fuel efficiency, while digital tools can streamline payment and loyalty programs.
Next Steps
The MoU sets the stage for detailed implementation plans. Both companies will need to work out logistics, branding, and technology integration. No timeline has been announced for when the first Phoenix stations will carry PETRONAS products.
Regulatory approvals may also be required, as the Philippine downstream oil industry is regulated by the Department of Energy, and any changes to fuel sourcing or branding must comply with local laws. The partnership reflects a pragmatic approach to growth, combining PETRONAS and Phoenix’s strengths rather than going it alone.
For Filipino motorists, the payoff may come in the form of better fuel and a smoother experience at the pump.
