PETRONAS and Phoenix Petroleum Sign MoU for Downstream Marketing Collaboration in Philippines

KUALA LUMPUR: Petroliam Nasional Bhd (PETRONAS) and Phoenix Petroleum have agreed and signed a memorandum of understanding (MoU). To develop a collaboration in downstream marketing sector and related technology solutions in the Philippines. Phoenix will have access to PETRONAS’ branded marketing products.

Including its gasoline and fluid technology, according to a statement from the company. PETRONAS would also increase its presence in the Philippines as a result of the partnership.

Ahmad Adly Alias, vice president of downstream business for PETRONAS’ refining, marketing, and trading division, stated that the company was “enthusiastic” about the potential of offering clients in the Philippines a superior fuel experience.

“In order to provide a smooth experience to more road users throughout the world, we will continue to innovate our range of offerings, from our award-winning fuels generated from Fluid Technology Solutions to our cutting-edge digital and sustainable solutions.” “This synergy promises to be a new experience for our customers with the technology and expertise of PETRONAS as the largest fuel retail network operator in Malaysia, combined with the deep knowledge and experience of Phoenix in terms of the local market,” said Phoenix Petroleum president Henry Albert Fadullon.

After signing their initial agreement in 2017, when Phoenix Petroleum bought out PETRONAS’ entire LPG business in the Philippines. Which is now held by the company’s subsidiary, Phoenix LPG Philippines, Inc., the two businesses have now collaborated once again. The downstream segment of the oil and gas industry encompasses the refining, distribution, and retail of petroleum products, and it is a key driver of economic activity in many Southeast Asian economies.

Companies operating in this space often seek partnerships to expand market reach, share technology, and enhance service offerings, especially in regions where demand for reliable fuel supplies and modern retail solutions is growing. PETRONAS, Malaysia’s national oil company, has long pursued a strategy of regional expansion, establishing a network of fuel stations and related services across neighboring countries. Its portfolio includes a range of branded fuels and advanced fluid technology solutions designed to improve fuel efficiency and emissions performance, aligning with broader industry trends toward sustainability and digitalization.

The Philippines represents a significant market for fuel retailers due to its large and expanding transportation sector, rising vehicle ownership, and ongoing infrastructure development. Local players in the market benefit from partnerships that bring in international expertise and technology, which can help meet regulatory standards and consumer expectations for quality and convenience.

Previous collaborations between PETRONAS and local firms have laid the groundwork for deeper integration, with earlier agreements focusing on the transfer of assets and operational know‑how. Such historical ties often facilitate smoother implementation of new initiatives, as both parties are familiar with each other’s corporate cultures and market dynamics.
